Report Not Showing Some Expense Reports

Hello,

We have a custom report for Monthly COGS Report Summary.

This is filtered by some COGS accounts:

However, this sample Expense Report is not showing on the report:

I noted that it has 0 amount, but our accounting team expects that regardless of the amount it will show on the report because the ER's GL Impact will hit COGS account:

Could you please help me explain this behavior? Thank you! :)
