File Drag and Drop on a email Message is visible but not allowing for documents to drop.

On the Email Message Page, the File Drag and Drop is visible. The Target file destination has been set. If you click on the box, it shows the folder. Then when you attempt to drop the file into the box a message appears stating not Target Folder defined. Why is the target message appearing?

Vendor>Communication>Email> Upper right shows File Drag and Drop
