Non Mandatory 2 FA Requirement

Hi All

Reference to Suite Answer 76766.

How is it possible to achieve a Non Mandatory 2 FA Requirement for Non Administrator Role to enable view the whole Group in Setup, transaction and generating Reports?

Please help highlight which other settings we must take note to allow a User Role to escape 2 FA Authentication as China Users are not able to access Google Authentications.
