Shipping error message

I'm putting an order in via a script and getting this message on some of the orders. The address is good. I checked the ship from and ship to and they are both valid. I recently made all my UPS accounts OAuth to try to solve this issue but it did not solve it.

"Could not calculate cost for the selected Realtime rate. The requested service is unavailable between the selected locations."
