Problem updating multiple PO's

I need to change the item on 20 purchase orders we placed with one of our vendors. I've tried doing this via CSV update: I referred to the line number to be changed from within the specified Internal ID and then set the item as a default from the item list. Unfortunately, the item on the PO remains unchanged.

What am I doing wrong?
