SiteBuilder Cart Shipping Estimator for FedEx Guest checkout used to give results. No longer.

It used to be that the cart shipping estimator for SiteBuilder Shopping Cart Kilimanjaro, using FedEx Ground as the default shipping method, used to give results even if the user was a Guest shopper and only provided the shipping zip code. This no longer works. Adding just the zip code return $0.00 as the shipping amount.

However, if the user is logged in with a default shipping method, OR the guest user starts to go through checkout and inputs a full shipping address then returns to the cart, the shipping estimator returns a valid number.

How can we make it so that only the zip code and country in the cart estimator can return results?
