Item Fulfillment Creates One Package Instead of Two

Hi community,

We have recently enabled UPS as a shipping carrier in our NetSuite account.

Currently, NetSuite appears to generate package numbers based on the quantity (QTY) specified in the item fulfillment record. For instance, if the QTY is 5, NetSuite creates 5 separate package numbers accordingly. However, in one specific item fulfillment with a QTY of 2, we expected to see 2 package numbers generated, but NetSuite only created one. Could you please advise on what might be causing this discrepancy?

For reference, the "Omit Packaging" option on the shipping item is unchecked (unticked).
