SuiteTax Sales Tax Rates - Unincorporated Areas Not Calculating Correctly

Our company is using SuiteTax to calculate Sales Tax on Customer Invoices. Our rate calculation is based on Ship To address. Our Nexus is the State of California, US.
I am running into a problem where the incorrect Sales Tax rates on Customer Invoices are being used and it seems to stem from unincorporated areas.
Example: I have an Customer that has the city "Madera" in their Ship To address, but is in an unincorporated area of Madera County. The address is outside the actual "City of Madera". I verified that Madera as the city is how the postal and tax authorities view this address. I expect the tax rate to generate as 7.75% but it returns 8.25%.
