OK, two weeks later I think I can answer my own question. I changed the project number field in the custom record to be a child of the standard project field. The engineering sample record then becomes a child of the project record, and the sublist on the project form becomes editable, with a "New..." button.

Kris -- I believe what you're basically asking for is the ability for a fixed duration task, where you supply the start and end dates and the estimated work effort is adjusted appropriately.
