I changed the flag to False for run scripts and workflows. Interestingly enough it only occurs when it is flagged as true. I've had similar issues with any sort of CSV imports with files. I'm trying to do something as simple as changing file names in a spreadsheet that has the file internal ID and then upload that with a CSV import to update file names en masse. Have you ever figured out how to do that?

Try changing the permissions for a role and see how that impacts it. On Permissions>Lists for a role there is a Knowledge Base permission. Is that turned on for your roles?
