I have solved the issue, the State needed to be set to Entry trigger type, not Scheduled or After Submit (silly I forgot to test this initially) I also changed the workflow to execute as Admin, but I don't believe this had anything to do with the fix.

I don't think a mass update approach will work, it appears to be similar to a saved search in that it will just send the results of the search, not a PDF of the transaction itself, is that right? I don't see any options when setting up a transaction mass update to include the record or how I want it presented.

Yes, but if that works I would get both results on the list where I only want to see the new option. I'll test doing this and if I can get both results then I'll further test what happens if I make the old item inactive or adding it to a filter so that the Saved Search used by my Sales Order for the items can filter it out.
