If it´s SiteBuilder Free probably you don´t have access to enable "Advance Site Customization" feature. That means that you can only select a Theme from the ones that comes out of the box and modify the color palette.

You need a SCA license to be able to enable it on your account. I am interested on how you got that TSTDRV account. If I understand you correctly you are saying that NetSuite was giving TSTDRV accounts for free back in 2012 to anyone that was interested on getting one. There was no need to be a SDN partner? Is that correct?

In what regards to URL management you should think on moving from SiteBuilder to SCA as moving to a different platform, as if you were moving to Shopify or Magento.
