Not sure if there is a more elegant or easier way but we put all our consumable materials, boxes, bags and bubbles used in packing orders, in Netsuite as Inventory Items with Preferred Stock levels and reorder points etc, and using a separate Class "Consumables" to keep them all together for reporting and such.
