I decided to create brand new files with ostensibly the same code content, but I put the code through a code formatter. I also ensured that all my line endings are CRLF. I re-uploaded fresh files and everything worked…

Thanks Dominica. Some additional information: this appears to be happening whenever I try to create a new 2.x script of any flavour: Portlet, Suitelet, ClientScript etc. Even when the particular script makes no reference to N/portlet I can successfully create a 1.0 script.
