We are using Costal and have not had any problems to date; however, we do not do any international transactions at this point.

In terms of requirements for your programmer, this may be an elementary question but would it not be faster to scan one item and then enter a quantity?

Ouch! I have not experienced any problems with my workflows but will be interested to see what they determine the cause is.
