Bug? Send Email from Workflow with a Condition

Trying to setup emails notifications for when a Quote is ready to be approved. The workflow works fine when I do not have a condition saying Type = Quote, but as soon as I set it up with the condition is stops sending emails. Am I running into Beta software issues, or am I missing something?
