Workflow promocodes

Does anyone from NS know if you will be able to do anything with promocodes when the workflow manager leaves its beta status?

I'm still trying to figure a way to use promocodes (or anything!) to create a discount value that is based on flat rate per item and not percentage.
ie 10 items = $10 off order total. 20 items = $20 off. etc.
