Workflow Campaign Email Merge Fields

I have a workflow running on a custom record -- one of the actions sends out a campaign email.  The email template includes fields from the custom record in a <NLFIELDNAME> format.  None of these fields populate on the email when it is sent.  Are the campaign emails not able to include the custom record fields or do I have something setup incorrectly?
