Workflow to Set Sales Rep on Customer

We have created an Employee - named Web Sales, and want to assign that Sales Rep to customers/sales orders that come in over the web.

So created a work flow on the Customer record with a condition that Sales Rep is empty, and then the state does a "set field" to set Sales Rep = "Web Sales"

Guess what?  It works beautifully!  on the web, but not in real life.

Because if I'm just creating a customer through the interface, and want to assign an actual sales rep - it apparently tries to assign both the one that I'm entering, as well as the "Web Sales" rep, and I get the message that two sales reps are being assigned with a percentage of over 200%
