Create Record - Relationships

I love Workflow but seem to never be able to fully achieve what I want to do using them.  In this case I have the following custom records...

custom_record_a has a contact record as a parent with a one-to-many relationship
custom_record_b has custom_record_a as a parent with a one-to-many relationship

I have a workflow associated with the custom_record_a that, under certain circumstances, triggers the creation of custom_record_b.  However, whilst the workflow happily creates the child custom record, it doesnt create the relationship with the parent.
