Workflow Buttons only On Edit

Hello,
has anyone figured out if you can display the workflow buttons only on edit?
I have an approval process that requires a reason for rejection. If the "Reject" button is clicked I want to make a text area editable and mandatory.  I don't see how to set up conditions to include entry state.

Any clues?
