Online Case Form does not Trigger Workflow

We have created a workflow that should initiate as new cases are created using our Online Web Form (On Create), however, it isn't working.

Does anyone have a workaround for this? A mass update is not feasible as we need the records to be evaluated once they hit our database. I am planning to create a User Event script that lives behind the "Submit" button on our form. Is this recommended?
