Workflow - Transaction, Journal Entry

I'm attempting to create a work flow that will either auto fill departments based on account name, or create a reminder to use specific departments when posting to specific accounts.  I am under the impression that "workflow" should show up as a tab under "Transactions > Create Journal Entry" but every attempt does not show the "workflow" tab...  Any ideas?
