Lock Sales Order - Prevent Fulfillment

I'm trying to create a workflow to effectively place a freeze on an item fulfillment.  If a customer calls in and wants to change their order - I want our warehouse to stop working on the item fulfillment if a Sales Rep hits a checkbox.  We manually and in person talk to the warehouse in these cases, but it would be far more robust to have Netsuite provide a mechanism to freeze this order from further action.

I'm trying to use a Return User Error on the item fulfillment if the Sales Order the item fulfillment was created from has a checkbox marked.  I can carry the value from the SO to the IF, but that doesn't help me if we need to freeze the fulfillment process once it has been initiated.
