Workflow Permission Issue: Email template requires Docs & Files > View

Hello,

I've got a workflow that executes without issue for users who have permission to Documents & Files greater than View. But roles with only View get an insufficient permission error at the point where a Send Email action is triggered.  This Send Email uses an email template (no attachments). It doesn't make sense that this would require permission higher than View on Documents & Files, but that seems to be the case.

Anyone seen this before, and figured it out?
