Workflow Notification on Sales Rep change

Hello,
I'd like to create a workflow (either saved search alert or suiteflow) that sends an email when a sales rep reassignment occurs. The email would go to the new sales rep. 

I'm not up to speed on how suiteflow works or using expressions in saved search workflows, so any help would be greatly appreciated.
