Workflow not updating the record on sandbox

Based on the information provided in this thread it seems what I am trying to do is not possible.

I have created a workflow in our sandbox that changes the order status from

Pending Billing or Pending Billing/Partially Fulfilled to Billed

I can see the workflow working if I go into to an order that should be effected and look at System Information -> Workflow History but its not changing the actual order status. Is this because I am on sandbox and it will not actually bill the order?

Currently how the work flow is setup.
