set line item field value from joined record - sublist action groups not going to work?

Hi, have been trying to work out if it's possible to set a line item custom segment on an expense report based on sourcing it from the employee record (they're selected in the body).  I am doing this with a workflow as that custom segment is set to source from the customer record for all other relevant transactions other than expense reports.

This is relatively easy to do with client triggers on body fields but have not been able to work it out for line items.

After a bit of research I can see that it seems 2018.1 can use sublist action groups to set line item values.  But this only works for server triggers, and only on an item sublist type.  So seems that won't work for expenses.
