SDF command line tools?

I heard SDF was supposed to be driven by a set of open commandline tools, and as such it could be used with any IDE and/or automated build processes.

I'd like to try out SDF with WebStorm and don't mind configuring commandline tools to do so.

I have NO interest in using Eclipse, so where are these commandline tools and accompanying documentation originally spoke of?
