Importing Shipping tax rate when importing sales orders

When I create a XML sales order with the shipping method and the shipping cost and import it into Netsuite, it does not pick up the tax code relating to that shipping method. In the smbxml document there does not seem to be a field for importing the tax rate for the shipping cost. Has anyone imported sales orders using 'Submit XML document' with freight costs.
