Broken: Importing Categories

I have a very simple upload file that updates the category of an item.

Internal ID, Category, Site

For some reason no matter what I do today I get the following error
"Invalid category reference key 5470 for website 1."

I get this error no matter which item/category I am trying to assign. Any ideas?
