Invalid Category Reference Keys

I am trying to do a bulk upload with 2 Site Categories.
and one preferred. So I have it set up with the Internal ID for both Categories and an extra column for Preferred, But keep having this error.

Invalid category reference key 186241 for website 1.




This number 186241 is a Iternal ID. The category name is 'artificial trees'.

I have it mapped as : Store Category <> Site Category 1 : Site Category

would anyone know what is causing this? I also typed out the name 'artificial trees'

thought of adding a External ID and creating my own ID. but no luck,.. still the same error
