New Employee Set-Up

We are setting up a new part-time employee.  I have entered their address and selected the correct location/workplace.  The taxes tab is still not pulling in any information.  I have basically copied all the information from another employees set-up page, and we are still not getting taxes or jurisdictions.  What am I missing?
