Recently we needed to add three new users.  In order to make room we have inactivated and taken away access to 6 terminated employees.  I was able to add 1 user but I get the following message when trying to add another user.

"Adding access to the user exceeds the number of licenses you have purchased. ....."

This doesn't make any sense since we removed 6 and are trying to add 3.

I tried this on Friday and again this morning.  Does anyone have a suggestion?
