Allow Employees to edit rejected Expense Report

I'm trying to figure out how we can allow employees to edit a rejected Expense Report, can somebody please point me in the right direction?  Our system today will lock the Expense report once it's submitted.  We need employees to be able to go in and fix it and then resubmit this.
