How do I make a field in a sub-tab mandatory?

I need to make the Description\Memo field on the Expense line in and Expense report mandatory, but I just cannot figure out how to do this.  I can see how to make a field mandatory on the Expense form, but how do I make a field mandatory on the Expenses sub-tab?
