Sales Plans in NS

Is there a way to create a tab that can hold a sales plan by rep.  What I want to do is create a tab that stores territory plans, strategies, and information based on sales rep.  This would need to be tied to a sales rep but and then rolled up to the sales vp. 

I am struggling with creating a custom record that is tied to an employee that they can see.
