Email alert to only the Opp Owner

I am trying to send an alert to only the sales rep assigned to an opportunity when a PC is assigned.  The PC Assignment is a custom record on the Opp record.  I have the alerts tied to a view that pulls all opportunities that belong to the current rep or put another way in the filter the sales rep is me.  The view works fine and only displays the currnet sales rep's opportunities with entries in the custom record.  However the alert fires to everyone who subscribed to the view.  Is this how it should work.  I thought the
