Removing Steps in the "Checkout" Process

Is there any way to remove shipping & billing options based off of customers. This customer has one address to bill and one to ship. I do not want them to be able to edit these fields in the "Checkout" process. So when they go to check out, I want them to just type in one or two fields "Department" and/or "PO" is this possible?
