Where is RSS Permission? "Lists -> Publish RSS Feeds"

How can I permission a role to access the custom RSS feed setup?
/app/site/hosting/rssfeeds.nl

When I attempt to access this from any role but the administrator, I am prompted with:

Permission Violation: You need the 'Lists -> Publish RSS Feeds' permission to access this page.



Yet, I can't seem to find Lists -> Publish RSS Feeds in the role permissions... any ideas?
