CASE WHEN syntax

I thought my syntax would be correct and I tried a thousand variations of it but I still get Invalid Expression.

CASE WHEN ({quantityavailable}>0 AND {custitem_ships_freight}=No) THEN 1 ELSE 2 END

Does anyone have any ideas?
