Budget restriction

Hi

We are trying to make java scripts that include or validate the Budget set in NetSuite.

Has anyone try this, java script that does  not allow a PO if it exceeds the amount set on Budget for that department, and account??

Is the Budget a Transactions exposed for java scripts?
