Can you move Zip field in front of City/State?

When entering an address for a customer, if you enter the zip code it will populate the city and state.  Very nice.  So it would make sense to move the zip field in front of the city and state fields so I don't think to type them in.

But when I go to customize the form, it doesn't show the Address tab, so I can't get to the fields to customize their location.

Can the zip field be moved around?
