Make checkbox mandatory

Hi,

I want to make customers choose that they agree to our terms and conditions.  I created a custom form that has a checkbox that says "I agree", but choosing to make the field mandatory lets them submit it without checking it, but it just states no.  How can I force them to check that box before submitting the form?
