Restrict Vendors - Run Unrestricted Saved Searches?

Hi,

I'm looking for any way to circumvent the inability to restrict Vendor records to specific roles based on Location (or any other criteria).

We've been attempting the following:
1) Remove Vendor list permission on the role
2) Create a Saved Search for Location specific Vendors
3) Check the Run Unrestricted checkbox, as well as the View as the Preferred List, Dashboard View, etc. checkboxes on the Role in the Roles subtab.

Result: Error - you do not the necessary permissions...

Can anyone, please, offer a suggestion to this issue? We must be able to give certain roles access to certain vendors.
