Apply Sublist filters

I want to set value for filter of the Credit Memo Apply sublist via script (or Web Services).  Is it possible to set this via suite script in a Before Load user event.  I would like to impact UI and WebService credit memo initialization.

It appears that the filter value is sticky and applies for both UI & WS results?

Can someone tell me how this works?
