Role Permissions - File/Folder creation

Hi,

I have a custom role which has the level of Documents and Files set to create.

This allows the role to add new files and create folders.

Does any one know a way that I can limit the role to only add new files?

The reason I am asking is that users keep creating new folders when they should be adding files to the same folder.
