Adding Issues(Enhancements) to Opportunities

Can someone push me in the right direction for a way to add a list of Enhancement Issues to an Opportunity record? 

The goal is to list all Enhancements required by an Opportunity.  I can then create a sublist of those Opportunities to the Issue records to justify development.
