Fulfillment shipstatus

Trying to bulk change fulfillments from packed to shipped via SuiteScript, making changes to the shipstatus field to 'C' changes the order to Shipped; however, you cannot bill the order and the order still shows pending fulfillment. Even when using dynamic mode, it makes no difference. Is this something not possible via SuiteScript and can be accomplished only via Web Services?

Any help would be appreciated...
