URGENT, PLEASE HELP - How to change the format of the date?

Hi everyone,  I am using the following formula within an email.

<%=decode(to_number({custitem_weekavailable}),0,{today},to_date(to_number({custitem_weekavailable})* 7-6,'DDD'))%>

This formula pulls in the "week number" which we set on each item record "Its a list of numbers where we select one" and tranforms that into a date.

It pulls in the date in the format 2010-08-31.

I need that date to display in the english format of 31-08-2010.

Anyone got any ideas?
